There is a word that runs through everything the United Nations Environment Programme (UNEP) is saying this World Environment Day, and it is “Signal.” According to the official 2026 campaign, the Earth is not making demands. It is not issuing ultimatums. It is sending signals including rising seas, heatwaves, failing harvests, dying rivers, and disappearing lakes. And the campaign's central question is what signals will you send back?
For Nigeria, a country of 220 million people stretched across rainforests, savannahs, deserts, river deltas, coastal plains, and ancient highlands, the signals being received are unmistakable. The question of what we send back is one every Nigerian institution, community, and individual needs to answer.
We have been receiving signals for decades. According to UNEP, Lake Chad, a body of water that borders Borno State and once provided livelihoods for tens of millions of people across four countries, has lost over 90% of its surface area since the 1960s. The signal from Borno and Yobe is clear, water is leaving, and with it, livelihoods, stability, and hope which makes Nigeria's climate signals becoming harder to ignore.
In 2022 alone, floods killed more than 600 people and displaced about 1.4 million others, making it one of the country's worst flood disasters in over a decade. From Bayelsa and Delta to Anambra, Kogi and Rivers, communities are repeatedly rebuilding after floodwaters recede.
But flooding is only one part of a much larger story. According to the 2026 Nigeria Humanitarian Overview, humanitarian needs across the country are being driven by a combination of conflict, economic pressures and climate impacts. OCHA notes that "climate-related shocks continue to exacerbate vulnerabilities" across Nigeria, particularly among communities already struggling with displacement, poverty and food insecurity. The report projects that 5.9 million people in Borno, Adamawa and Yobe states will face severe humanitarian needs in 2026, while millions more across the country confront worsening food insecurity and livelihood pressures.
Elsewhere, communities are confronting different climate realities. In Benue and Plateau, farmers are grappling with increasingly unpredictable rainfall patterns that disrupt planting seasons and threaten food production. Further north, in states such as Kano and Sokoto, rising temperatures, land degradation and desert encroachment are placing additional pressure on livelihoods. As OCHA warns, climate shocks are not occurring in isolation; they are amplifying existing vulnerabilities and deepening humanitarian needs. The message emerging from different corners of Nigeria is remarkably consistent and it is that climate change is no longer a distant warning. It is already reshaping how people farm, work, move and survive.
According to Dataphyte’s analysis of Nigeria’s climate policy landscape, the country ranks 158 out of 182 countries on the Notre Dame Global Adaptation Index (ND-GAIN), a global measure of vulnerability and readiness to climate shocks. The index places Nigeria firmly in the category of high vulnerability and low preparedness, meaning that while exposure to climate risks is severe, the systems needed to respond remain weak. As the report shows, Nigeria’s position reflects a structural gap in climate readiness rather than isolated environmental pressures. The country is highly exposed to climate disruptions but remains insufficiently equipped to anticipate, absorb, and recover from them.
It’s glaring that across Nigeria, the signals are different, but the message is the same. Floods in the south, erratic rainfall in the Middle Belt, and advancing desertification in the north all point to a country already living through the realities of climate change. What OCHA describes as "climate-related shocks" is increasingly visible in people's farms, homes, incomes and food security.
Nigeria has also begun to articulate its own transition pathway. According to the Nigeria Energy Transition Office, the Energy Transition Plan (ETP), launched in 2022 and now adopted as national policy, lays out a roadmap for achieving net-zero emissions by 2060 across key sectors including power, transport, cooking, oil and gas, and industry. The plan is designed not only as a climate framework but also as an energy access and development strategy, aiming to expand modern energy services while managing emissions and structural shifts in the economy.
However, translating this ambition into reality requires significant financing. As highlighted by the Energy for Growth Hub, implementing the ETP is estimated to require around $1.9 trillion in cumulative investment, revealing the scale of infrastructure, financing, and institutional coordination needed over the next few decades.
The plan exists, and it has been formally adopted at the highest levels of government, including approval as a national policy framework. The challenge now is no longer articulation, but execution at scale, across systems that are already under pressure.
The 2023 Electricity Act opened Nigeria's power sector to decentralised providers which is a signal to solar developers, mini-grid operators, and off-grid investors that the market is open. The Climate Change Act of 2021 gave climate action a legal foundation. Nigeria has submitted Nationally Determined Contributions to the UNFCCC and published a Long-Term Low Emission Development Strategy.
Yet, according to Dataphyte’s analysis of climate change policy effectiveness in Nigeria, the country’s climate ambitions have consistently outpaced implementation. While a wide range of policies and commitments exist on paper, enforcement and execution remain weak, leaving structural drivers of emissions and environmental degradation largely unchanged. Gas flaring continues across oil-producing communities despite repeated pledges to end it, while deforestation persists at scale, driven by energy demand, land use pressures and weak regulatory enforcement.
The gap between policy design and real-world outcomes is further illustrated by the Ogoniland cleanup, which, according to Environews Nigeria, remains incomplete years after its launch despite a publicly announced $1 billion commitment. What emerges from these examples is a recurring pattern in Nigeria’s climate governance: strong policy signals and ambitious targets on one hand, and slow, uneven or incomplete implementation on the other. The result is a widening disconnect between intention and impact, where environmental challenges continue to deepen even as policy frameworks expand.
At a continental level, Africa’s position in the climate crisis is often framed by a stark imbalance in responsibility and impact. According to Al Jazeera, the continent contributes just about 4% of global carbon emissions, despite being among the most vulnerable to the consequences of a warming planet. This disparity has shaped growing calls for climate justice, especially around who should bear the cost of adaptation and transition.
The United Nations Development Programme (UNDP), through its Climate Promise initiative, reinforces this argument, noting that Africa is not only highly exposed to climate risks but also central to many of the solutions needed for a global response. It argues that it is unjust for African countries to be pushed into debt to respond to a crisis they have contributed least to, especially when climate finance remains inadequate and unevenly delivered.
Together, these perspectives frame Africa’s climate position not as one of passivity, but of structural inequity, where low emissions coexist with high vulnerability, and where the demand for fairness in global climate action is becoming increasingly difficult to ignore.
The 2023 African Climate Summit in Nairobi marked a coordinated push from African leaders to reshape the global climate finance system, with a clear message: countries on the continent want access to large-scale, predictable, and affordable financing that supports both climate action and development goals. The Nairobi Declaration called for reforms to global financial institutions, expanded concessional funding, and mechanisms that reduce the cost of capital for African countries investing in clean energy, adaptation, and resilience. It also emphasised that Africa’s development priorities including energy access, industrialisation, and job creation, must be integrated into any credible global transition pathway, rather than treated as competing objectives.
This position aligns with broader global climate negotiations, particularly the Loss and Damage Fund agreed at COP27 in Egypt and later operationalised in subsequent COP processes. The fund was established as a response to long-standing demands from developing countries, including many African states, for dedicated support to address the irreversible impacts of climate change. While the agreement was widely described as a historic step, questions remain around its scale, accessibility, and long-term adequacy relative to the growing costs of climate-related losses across the continent.
All of these reflect a shift in Africa’s climate diplomacy: from primarily seeking recognition of vulnerability to actively demanding structural reform of how global climate finance is designed, governed, and delivered.

UNEP’s 2026 World Environment Day campaign frames climate action as a chain of everyday signals that accumulate into wider change. It emphasises that individual and collective choices, whether starting public conversations, supporting climate solutions, or influencing decision-makers, are not isolated acts but part of a broader push shaping climate outcomes.
At the heart of the campaign is the idea that every action sends a message about the urgency of the climate crisis and the kind of future people are willing to demand. From shifting public discourse to backing practical solutions and pushing for stronger policy responses, the campaign positions climate engagement as something that moves through networks, institutions, and communities rather than remaining at the level of personal intention alone.
In that framing, World Environment Day becomes less about symbolic observance and more about coordinated momentum, where what people do, share, and support helps shape what governments and societies feel compelled to do next.
Nigeria has all of these moves available. A government that enforces its own flare-down commitments is a signal. A community that restores a degraded wetland is a signal. A media organisation that keeps climate on the front page is a signal. A young Nigerian who posts a flooded street with #NowForClimate is a signal. A farmer who adopts drought-resistant crops is a signal. A city planner who insists on green infrastructure is a signal.
The signals the Earth is sending Nigeria are clear and urgent. On World Environment Day 2026, the question is not whether Nigeria will eventually respond. The question is what shape that response takes, and whether it comes in time to protect the millions of Nigerians who are already living at the sharp end of climate change.
